Matt, I tried to suggest earlier that to be successful politically, any plan
needs to capture some of the middle of the body politic.

One of those middle grounds is those who are willing to conserve but can't
afford to invest to conserve.

Another middle ground would be to continue growth but require that it be
done within the water budget. To do so might require the toilet upgrade
process discussed earlier. That might make development a bit more expensive,
but that could be a political middle ground between unfettered growth and no
growth.
