Joking aside (and back into rezoning applications where it belongs), 
lemon-o, your mumblings should be amended to read that "Having received a 
majority of votes cast . . . ".

Footnote:  In some circles this is considered a mandate.

In any case, Councilman Aaron Ament, after making his stances on all issues 
publicly known during the course of various interviews and several debates, 
was duly elected onto the Moscow City Council.
