Mr. London,
 
Here is the point! Candidate with strong albeit goofy, opinions is elected to council. Voters, albeit a small percentage of the total registered, choose that goofy candidate to represent them. Candidate now represents the whole electorate and should act in a nonpartisan manner for the benefit of the whole not just the narrow minded.
 
Sounds better to me!

What's the point?
Candidate with strong opinions is elected to council.  Voters choose that candidate to represent them knowing the candidate's opinions.
Candidate, after election, pursues his agenda.
Sounds pretty American to me.
