1.      Approval of Minutes of April 10, 2006 - Stephanie Kalasz

 

2.   Review of Traffic Control Process - Les MacDonald /Dave Klatt

This report is the result of a request by the Committee to learn how
Staff assesses intersections for traffic control purposes

 

      ACTION:  Consider traffic control process and direct Staff to
investigate specific areas if deemed appropriate. 

 

3.   Building Needs Assessment Adjustment - Dan Weaver

The fees for our building needs assessment came in higher than we
anticipated and budgeted for. The number one firm agreed to waive
$10,000 of their proposed fees and do the job for a flat fee of $50,000
which is still $20,000 more than the City and County jointly had
budgeted. The Committee still feels that the selected firm is the best
for the job and would like to have them do the project. If we proceed,
the City and County would each have to come up with an extra $10,000.
Additional funds in the amount of ten thousand dollars ($10,000) for the
Building Needs Assessment are available under budget line
101-071-20-770-76.

 

      ACTION:  Recommend approval of an additional $10,000 for the
Building Needs Assessment or take such other action deemed appropriate.

 

4.   Dump Truck Bid Award - Mike McGahan

Bids were opened on Tuesday April 18, 2006, for one New 2006 Single Axle
5-6 yard Dump Truck with Snow Plow, less trade in of 1977 GMC Sierra
6000 Cab & Chassis. One responsive bid was received from Southern Idaho
Freightliner / with Freedom Truck Center in Spokane for $101,789.00.

 

      ACTION:  Recommend award of the bid to Southern Idaho Freightliner
with Freedom Truck Center in Spokane.

2.         Boarding House Zoning Issues - Randy Fife

There is increased interest in the status of boarding houses within City
residential zoning districts.  Staff will present an update regarding
what is being done.

 

      ACTION:  Direct Staff as deemed appropriate.

 

3.   Police Department Compensation and Benefits Discussion - Gary J.
Riedner

Over the course of the last several months, the Mayor and various City
Staff members have been working with representatives of the Police
Department (PD) to discuss various concerns recently voiced by the
employees of the PD.  Those concerns include issues of officer turnover,
compensation and benefits, dissatisfaction with the AMPS process, and
lack of meaningful communication with City Administration.  Staff has
conducted a preliminary analysis of these items in the effort to
identify causes and potential solutions to these issues.  Additionally,
the Mayor has made communications with the employees of the PD a
priority and that dialog is continuing.  Staff will present the initial
findings of the preliminary analysis to the Committee for their review
and comment.  Reviewed by the Administrative Committee on March 27,
2006.

 

ACTION:  Provide staff with further direction.
