Perhaps some familiarity with the four classes of reclaimed water (effluent)
and the restrictions placed on each class by the state of Idaho could serve
as a guideline of sorts.

I am sure that many of you are already aware of these restrictions.
However, there are those, like myself, might be surprised by the
restrictions being placed on the reuse of reclaimed water by the state of
Idaho.

Precipitation levels have something to do with
water levels in municipal wells, but not much.
The upper Wanapum wells benefit from increased
precipitation, but there has yet to be shown a
relationship in precip and the deep Grande Ronde
wells on which the City primarily relies. More on
this topic later. It's too nice outside to be
sitting at a keyboard.
