[Vision2020] Water

Dear Visionaries,
  Why don't we start with a topic that is at the forefront for Moscow to deal with; Water.  What do we do, Where do we go, How, When, etc.  I personally think that a resevoir isn't a bad idea or maybe a series of resevoirs.  One question I have is, if we have a water problem, why are we allowing the cemetery to use our drinking water source to irrigate?  Why can't they use effluent?  Is it too expensive to set up?  What ever happened to the front load washing machine rebate the city was going to sponsor?  I haven't heard anything about it lately.  We pay twice as much as my southern Idaho relatives for water/sewer/garbage.  Why?  They have water issues too.  These are just thoughts to get things going. -Tom
