[Vision2020] Boarding Houses Complaint

Greetings Visionaires -

On February 4, 2006 a complaint was filed with the Moscow City Council
claiming that 20 private residences are in violation of Title 4, Chapter 2
of the Moscow City Coning Code in that they are being used as boarding
houses.
