[Vision2020] Electricity outage

Our power (between Lynn & Logan on Kenneth) was out from about 11:40 pm 
to 3:16 am, but street lights on Logan were on (no houses). We wonder 
why--according to MPD via the dispatchers, it was a problem at the 
substation. I wish Moscow had a radio station we could listen to for 
news on minor “emergencies” (or inconveniences, if you’re not on an O2 
machine or other thing that requires electricity).
