1.      Approval of Minutes of August 22, 2005 - Stephanie Kalasz 
 
2.      Selection of Auditor for City of Moscow and Moscow Urban Renewal
Agency - Don Palmer
The Finance Department sent out a request for proposals with criteria
designed to meet the specific auditing requirements for the City of
Moscow and the Moscow Urban Renewal Agency.  Proposals were received
from Hayden, Ross & Co. and Presnell Gage, PLLC.   Three of our Finance
staff, the Audit Committee and Jon Kimberling, Councilmember, reviewed
and evaluated the proposals.  After individual detail review by each
member of the auditor selection committee, the members met on September
6, 2005 to reviewed their responses and make a final determination as to
the selection of the auditor.  The selection committee unanimously
recommends Presnell Gage, PLLC.
 
ACTION:  Recommend approval of the selection of Presnell Gage, PLLC as
auditor for the next three years or take such other action deemed
appropriate.
 
3.   Proposal to Expand Zoning Board of Adjustment from 5 to 7 Members -
Gary J. Riedner
The Board of Adjustment (MCC 3-1-1) sits as the Board of Appeals (MCC
3-7-1); conducts public hearings; and sits in a quasi-judicial capacity
regarding Variances, Special Use Permits and Conditional Use Permits.
By Ordinance, the Board is authorized to consist of five members sitting
for five year terms and does not currently provide for the appointment
of members to staggered terms which creates the potential for expiration
of several terms at the same time. Within the past year, several members
of the Board have resigned, creating issues of continuity and ability to
sit a quorum of members to conduct official business.  The proposed
Ordinance would expand the Board from 5 to 7 members, provide for
staggered terms and reflect the responsibility of the Board to hear
Special Use Permits as directed by MCC 4-8-5.
 
ACTION:  Recommend approval of the Ordinance or take such other action
deemed appropriate.
 
4.   Discussion of Anecdotal Minutes - Gary J. Riedner
Over the past few meetings, the Administrative Committee has authorized
the trial use of anecdotal minutes for memorializing Committee actions.
Staff would like to get Committee feedback on the use of these minutes.
 
ACTION:  Give staff feedback and provide direction.

3.   Third St. Paradise Creek Crossing - Les MacDonald
Discussion of the Transportation Commission recommendation regarding the
proposed installation of a crossing of Paradise Creek at Third Street.
See attached Public Works Director Memo for details.
 
ACTION:  Review recommendation from Transportation Commission; provide
further direction to staff; and make recommendation to City Council.
 
4.   Conservation Public Information and Education Program Contract -
Tom Scallorn
The City of Moscow received one proposal in response to our RFP for
Community Based Public Information and Education Program (PIE) for Water
Conservation. The program will serve our customers in their homes,
businesses, and the local schools and will meet PIE Conservation needs
year to year ongoing. The proposal received was from Palouse-Clearwater
Environmental Institute (PCEI).  PCEI has demonstrated the ability to
develop accredited curriculum for the local schools as well establishing
appropriate working relationships. They have also demonstrated the
ability to develop the required Standard Operating Procedures (SOPs) to
carry out the direct customer contact portions of the proposal.
 
      ACTION:  Recommend approval of the contract or take such other
action deemed appropriate.
 
5.   Fiber Optics Project Bid Award Report - Bill Belknap 
City staff has been working with various public entities including the
Moscow School District, Gritman Medical Center, the University of Idaho
and the State of Idaho Transportation Department in planning for the
construction of a public entity fiber optic network intended to allow
the participating entities to interconnect their respective facilities.
One element of this project is the extension of fiber optic cables to
the City's and Moscow School District's facilities located in the
east-side of the City.  The East Side Fiber Optics Project has been
engineered and is currently out to bid.  The bid opening is scheduled
for 3:00 PM on September 15th with a pre bid tour on September 9th.  It
is estimated that the City's cost to participate within the project will
be approximately $65,000.  Due to the rapidly approaching inclement
weather, staff is presenting a report on the project before the Public
Works Finance Committee and hope to present the bid results and contract
award at the Council's September 19th meeting.
 
      ACTION:  Accept report and recommend placement as a regular agenda
item for the September 19, 2005 Council meeting.
