Oh come on Andrea! If Bush had ordered the go ahead you'd be mad that he 'took over'. Face it, you just don't like Bush or anything he does. Nothing he or anyone under him meets your approval! The locals have blown this so badly and its too bad because people have really suffered because of it. 
And I do not read posts with foul language in them.

  Third of all, what you are telling me is that the poor federal government, like some sort of gigantic, bureaucracy-crazed DMV clerk, realized that it couldn't assist in one of its three most likely catastrophic scenarios because /the proper paperwork wasn't signed/? This strains credibility and punches right through logic and out the other side. What the hell were they afraid of -- a lawsuit by the state of Louisiana?
