Questions posed by Joan Opyr:

Question 1: Would you support a two-year moratorium on any elected official
doing business and/or bidding on a contract with the city after he or she
has left office? 

Question 2:  Would you enforce existing city code even if such enforcement
were painful, uncomfortable, or not politically expedient? 

Question 3: What is your position on the Third Street Bridge? 

Question 4:  What do you believe are the most difficult issues facing ethnic
and racial minorities in our community? Also, what are the most challenging
issues faced by women, gays and lesbians, and the economically
disenfranchised? 

Question 5:  What are Moscow's three greatest opportunities in the next five
years?

Questions posed by Bill London:

1. Moscow's police officers recently approached the city with a request to
form a union. The city refused. Was that the right choice?  Why or why not?
What should the city do now?

2.  Which schools, if any, [K-12, colleges/universities, commercial schools]
should Moscow's zoning code allow downtown in the central business district,
and under what conditions, if any? Explain why.

3.  Please list the changes in city regulations or policy, if any, that you
favor to lessen the depletion of our aquifer: for example, a stronger tiered
rate structure, required use of treated effluent water for irrigation in
parks, required installation of water-conserving designs in new structures,
limitations on building permits, or any other changes?

4.  Should a bridge be built over Paradise Creek to connect Third Street
with Mountain View Road? If no, why not? If yes, should that bridge be built
for use only by bicycles and pedestrians or should the bridge be designed
for motor vehicles? Are there ways to improve the city's approach to
planning and maintaining our transportation needs?

5.  What are your views on the proposed city ball fields on Palouse River
Drive? To ensure that neighborhood parks are created in new subdivisions,
should development of dedicated parkland there occur simultaneously with the
initial development of the subdivision? Are there ways to improve the city's
approach to planning and maintaining city parks?

6. Please include biographical information about yourself and any other
message or contact information you want to share with Moscow voters.

For the record....
The process I used in the creation of the V2020 candidate survey this year
is identical to the process used in the previous 4 election years.  This was
an email based committee that never met in person.

I announced formation of the committee a few months before election and
asked for volunteers
I took suggestions for questions from committee people via email
I produced a series of draft surveys (6 questions) and sent to committee for
refinement
I sent final survey to candidates and then sent their answers to Bill Moore
at First Step for posting on website.

The members of the committee have varied over the years.  This year -- as I
recall -- those who sent questions and participated in the survey edit
process were Bruce Livingston, Kenton Bird, and Pam Palmer.

The questions posed in the V2020 survey were quite different from the ones
posed by Joan Opyr.  Joan played no role in the V2020 survey preparation
this year.
