[Vision2020] So when is Moscow going to include Sexual Orientation in its code?

OK, now UI is including sexual orientation in its
policy regarding anti-discrimination, on October 11th,
2005. The ASUI beat them to it in 2002, and the
Graduate Students just put it in their constitution
last May.

So when is the Moscow City Council going to add it to
their policy?
