Donovan Arnold cannot seem to keep this straight, here is a complaint 
scorecard for Latah County and the City of Moscow.  If you are a 
reporter, an opinion columnist, or a cracked, post-happy gadfly, please 
clip this out and keep it in your wallet:

1) City of Moscow
New St. Andrews Zoning Complaint

Zoning Complaints
