And so you say to Mr. Riedner - what?  Not only is he not a resident of the 
City of Moscow, but he is not a resident of Latah County and he is not a 
resident of the State of Idaho - yet he makes policy decisions daily that 
affect and effect city code, taxes, fees, and fines that people in the city 
must pay/follow.
