The Moscow Mayor, City Council and staff welcome you to tonight's
meeting. We appreciate and encourage public participation. For certain
regular agenda items, an opportunity for public comment may be provided
after the staff report. However, the formality of procedures varies
with the purpose and subject of the agenda item; therefore, the Mayor
may exercise discretion in deciding when to allow public comment during
the course of the proceedings and limitations will be placed on the time
allowed for comments. If you plan to address the Council, you will find
a list of "Tips for Addressing the Council" on the table outside the

PLEDGE OF ALLEGIANCE
1. Consent Agenda: Any item will be removed from the consent
agenda at the request of any member of the Council and that item will be
considered separately later. Approval by roll call vote.
A. Approval of Minutes of October 17, 2005 - Stephanie Kalasz
B. Approval of Disbursement Report for September 2005 - Don
Palmer.
Public Works/Finance Committee reviewed accounts payable for September
2005 and recommends approval of the following:

C. Confirmation of Community Grant Awards - Stephanie Kalasz
On October 24, 2005, the City Council held a workshop to determine
distribution of the Community Grant Awards. The attached list reflects
the results of that meeting.
ACTION: Approve grant allocations per the attached
sheet.
D. Rolling Hills 7th Monumentation Agreement - Dean Weyen
The interior survey corners of Rolling Hills #7 are not going to be set
until the earthwork/grading is complete which will be sometime this next
year. Idaho code requires that security be provided in the amount of
the value of setting these survey corners if the plat is to be filed
prior to these corners being set. This agreement sets forth the
conditions for when the corners must be set and the conditions of
utilization of the security.
ACTION: Approve monumentation agreement.
E. Recommendation on Lot Split for Harden Property in the Area of
City Impact - Andrew Ackerman
Dick Harden has filed for a lot division to create an approximately
4.85-acre lot from the existing 110.46 acre parcel of land on the west
side of Mix Road, north of the Harden Road intersection and
predominately within the Area of City Impact. The property is currently
zoned Agriculture-Forest (AF) Zoning District. The single lot division
proposal meets code requirements for lot size, lot width and access. The
lot division is scheduled as a regular agenda item for the November 7,
2005 Council meeting.
ACTION: Recommend approval of the lot split with the condition of a 5
foot right-of-way dedication.
2. Public Hearing - Camden Court Preliminary Plat - Andrew
Ackerman
The Planning and Zoning Commission conducted a public hearing and
recommended conditional approval of the subject preliminary plat/replat
application on September 28, 2005. The P&Z's recommended conditions of
approval were: 1. approval of the related Preliminary PUD, and 2.
submittal of a plat drawing that included additional details that
satisfy technical/administrative review requirements to the City
Engineer for his approval. Since the September 28th, 2005 P&Z meeting
the applicants have received final approval of the Planned Unit
Development and submitted a revised preliminary plat that requires some
additional revisions to meet engineering requirements.
ACTION: Approve the application as presented with or without specific
changes and/or conditions; or reject the application as presented; or
return the application to the Planning and Zoning Commission for
additional public hearing and recommendation.
3. Annual Pool Report - Josh Paparazzo
After the conclusion of each summer pool season, the parks and
recreation department staff presents a summary of the seasons highlights
to the City Council and Mayor. This report will cover expenses,
revenues, attendance, data analysis, staffing and assorted issues from
the 2005 season at the Hamilton-Lowe Aquatics Center.
ACTION: Accept report.
4. Water Use Report - Les MacDonald
A request has been made of the Public Works Department to provide a
report on the City of Moscow water production for 2005. The last report
was made in October 2004. Attached with this package are some of the
graphs that will be shown in the presentation.
ACTION: Accept report.
