Dear Kai,
It is tricky. First of all, commercial schools are specifically 
permitted in the central business district. Curley's argument is that if 
a use is not specified it is prohibited. Since commercial schools are 
permitted downtown, they are alright. Since other schools aren't listed 
(even though it lists similar institutions) NSA is prohibited by 
Curley's reading.
    But you are just asking the wrong questions. Here is a better one to 
ask: What about the Alternative School? Is it zoned for the work it is 
doing? Will Mike Curley file a complaint there? Is he concerned about 
the equal application of zoning ordinances? Does he, like Nate Wilson, 
sleep with a copy of the building code under his pillow? Or is this 
closer to Melynda's example of the early discrimination against the 
Chinese? Is he only interested in filing against Christ Church related 
ministries? You see, there are discriminatory laws, and then there is 
discriminatory enforcement.
    Mr. Curley, we really want to know, is it the principle of the law 
or are you after a particular church? Would you be against a complaint 
filed against the Alternative School? Your future constituents want to know.
