Because if this is not a joke of some sort, you are revealing an
extreme stereotyping bias against whoever you think this "small
portion" of Moscow residents are, a bias not based on fact.  In fact,
I think this statement reveals your hatred of certain people you have
stereotyped to the point where you no longer see them as different
individuals but as a group caricature in your mind that is
dehumanizing.
