Why can you do some of your own research?  Or turn it over to your soul-mate 
Donovan.  Oh, Wait!  Donovan still hasn't given his promised answer of the 
research from his plethora of important contacts at the UI about the 
sweetheart CCC/UI Kibbie Dome contracts.  Perhaps when Donovan delivers on 
that promise, he can answer for all of us, the question you pose below.  I 
assume that you can't get around to answering it because of some pesky ankle 
bracelet.
