1. Approval of Minutes of March 14, 2005 - Stephanie Kalasz
2. Fair Housing Addendum - Andrew Ackerman
In 2003 the Fair and Affordable Housing Commission completed and had
Council adopt the Analysis of Impediments to Fair Housing and Fair
Housing Action Plan (AIFHAP). Since that time the Commission has met
certain goals or action items outlined in the Plan, and have outlined
those in the Addendums. The addendums are a way to keep the AIFHAP
updated and help prioritize goals set by the Commission.
ACTION: Recommend Council adopt the addendums as presented,
recommend revisions to the addendums, or return the addendum to the Fair
Housing Commission with directions for additional review.
3. Lease for Parking Lot for Cadillac Jacks/Phil Roderick - Gary J.
Riedner
The City of Moscow has been approached by Phil Roderick, the operator of
Cadillac Jack's, a nightclub located at 112 North Main Street with a
request to purchase or lease a parcel of land from the City for use as a
parking lot for his business. The parcel in question was granted to the
City by the Idaho Transportation Department as part of the property
acquisition for the north couplet project. Staff has drafted the
attached lease for consideration by the Council.
ACTION: Review attached Lease Agreement and direct staff accordingly.
4. Site Visit Policy - Gary J. Riedner/Randy Fife
On March 14, 2005, the Administrative Committee requested that staff
develop a protocol for site visits. The attached protocol is presented
for Committee consideration. A related memo from the City Attorney is
also attached
ACTION: Review protocol and provide direction to staff.
5. Request to Apply for Latah County Community Foundation Grant for
Youth Programs - Josh Paparazzo
Staff is requesting approval to proceed with the application of a $2,000
grant from the Latah County Community Foundation. Application deadline
is April 15, 2005 for the May award cycle. If awarded, the grant will
provide funds for bus transportation to 5 offsite locations as part of
the 2005 Summer Eggan Youth Program.
Though it may not necessarily be required, in-kind services will be the
City's matching portion of the grant.
ACTION: Approval to proceed with grant application as specified in
attached documents.

1. Approval of Minutes of March 14, 2005 - Stephanie Kalasz
2. Friendship Square Playground Contract - Roger Blanchard
On February 17, 2005 seven proposals were received from regional
playground vendors in response to a request for proposals for a new
playground for Friendship Square. The request for proposals was
developed by a citizen committee and responses were reviewed by that
committee and the Parks and Recreation Commission. Three of the seven
proposals were deemed appropriate for Friendship Square and those
proposals were displayed at the 1912 Center Winter Market, the Home and
Garden Expo, and the HIRC. Staff announced the display at the HIRC in
the local newspaper and via email to the numerous parent groups in the
area. Members of the Downtown Revitalization Committee also reviewed
the proposals and indicated their preferences. Staff has now identified
the preferred playground vendor and desires to enter into a contract
with that vendor to develop a final design and cost estimate for the
playground equipment and installation using comments gathered from the
public and the Downtown Revitalization Committee. The design developed
by the vendor will be displayed for public comment and any necessary
revisions will be accomplished prior to issuing an order for installing
the playground.
ACTION: Authorize staff to prepare a contract for the Mayor's
signature or take other action as deemed appropriate.
3. Amendment of Contract for Downtown Revitalization Project
Engineering - Les MacDonald
Hodge and Associates, Inc. was selected as the Project Engineer for the
Downtown Revitalization project. A contract was executed on June 22,
2004 with Hodge and Associates. Services were rendered and the project
was let out for bid in August, 2004. Two bids were received and were
rejected. The Project Development team met for the next several months,
amending the scope of the project to bring it within the budget. The
amended project was let out for bid a second time in February 2004. One
bid was received and was over $200,000 in excess of the project budget.
The Project Development Team again developed alternatives to the scope
of the project and also met with the potential bidder to identify cost
savings.
Hodge and Associates has performed services that were not contemplated
in the original Agreement for Engineering Services, including
participation in the Project Development Team to prepare for rebid of
the project and the additional services relating to the reduction in the
scope of the project to bring it within the budget. Hodge has requested
an amendment to the original agreement in the amount of $3,500.00
ACTION: Recommend approval of request or take such other action
deemed appropriate.
4. Backhoe Bid Award - Les MacDonald
Bids were opened on Monday March 21, 2005 for a used Case Super L
Backhoe. Western Power and Equipment in Lewiston was the sole bidder
at $43,000.00 for a 1997 model, less trade-in of the City's 1975 Case
580B Backhoe at $12,000.00. The net total cost for the backhoe is
$31,000.00. The 2005 fleet budget includes a line item for $25,000 for
the acquisition of a replacement backhoe. In addition, $25,000 was also
included in the 2005 budget for a replacement Tar Pot for Street crack
filling. The Tar Pot has already been purchased at a cost of
$16,500.00. The remaining Tar Pot budget will be utilized to supplement
the budget to acquire the backhoe.
ACTION: Make recommendation to the City Council for approval or
denial of the purchase or take other action deemed necessary.
5. Update on Programs for Upcoming Watering Season - Les MacDonald
Water conservation has quickly become an important and highly visible
issue in the City of Moscow. Citizen and customer surveys of the past
few years have indicated that conservation is widely supported by those
who live in Moscow and that aquifer issues are equally important. The
City, via its Water Department, has distributed water conservation
devices to customers for about five years. The City took early steps in
the early to mid 80's by implementing winter/summer water rates and
provided or directly used wastewater effluent rather than potable water
from the aquifer for irrigation of turf. More recently in 2004 the City
implemented an ordinance that set an irrigation season from April 1st to
October 31st each year and established guidelines for appropriate
outdoor watering during the season.
The City has participated in the Palouse Basin Aquifer Committee for
many years and in the last few years has participated in numerous
aquifer pumping tests to increase our knowledge of the aquifer and how
the aquifer is interconnected. The implementation of the Water
Conservation Ordinance in the 2004 irrigation season was done with
numerous media advertisements which where followed by news letters. The
low water use demonstration project at the University of Idaho Arboretum
is near completion and will continue to be maintained via support form
the Water Department budget. We have now committed additional resources
to the conservation effort by implementing a part-time Water
Conservation Specialists position within the staff of the Water
Department. This update will summarize conservation activity past,
present and future in the City of Moscow Water Conservation Program.
ACTION: Accept report.
6. Irrigation Management System Bid Award - Roger Blanchard
On March 17, 2005 three bids were received for supplying irrigation
system equipment, management software, and assistance and support for
system set up for four of the nine City parks with automated irrigation
systems. All bids were deemed to be responsive to the bid
specifications for the project. The following bids were received:

H.D. Fowler Company (Toro Sentinel) $23,483.48
2M Company (Hunter IMMS) $11,750.77
The budgeted amount for the central system and equipment at these four
parks was $31,000. Since the bids came in much lower than anticipated,
there is an opportunity to expand the scope of the project to include
all nine parks that are currently irrigated with automated systems.
ACTION: Accept the low bid from Horizon and authorize staff to
proceed with awarding the bid, negotiate a price for adding the
aforementioned five parks to the project, and prepare a contract for the
Mayor's signature or take other action as deemed appropriate.
7. Rezone Application for 2421 Old Pullman Road in Area of City Impact
(Leach) - Joel Plaskon
David and Ann Leach propose to rezone a 4 acre parcel of land from
Agriculture-Forestry (AF) to Low Density Single Family Residential (R-1)
within the City Area of Impact. The City Council will conduct a public
hearing on April 18th at which time they make a recommendation on the
rezone application to the Latah County Commissioners pursuant to the
applicable Area of Impact Agreement.
ACTION: None.
8. Sediment/Erosion Control Discussion - Les MacDonald
Concerns regarding the City's approach to erosion and sediment control
continue to be raised by some member of the community. In response to
this staff has been requested to report to the Public Works/Finance
Committee on the mechanisms and procedures utilized in regulating
erosion control at construction sites in the city. This presentation
will primarily focus on the basic regulations, how they are applied, and
who is responsible for their application and enforcement. The
discussion will also briefly address the EPA regulatory requirements and
the city's storm water detention guidelines.
ACTION: Receive the report on the City of Moscow erosion and
sedimentation program and delineate to the staff any specific concerns
held by the committee members.
