bids were received and were rejected. The Project Development team met for the

One bid was received and was over $200,000 in excess of the project budget. The
Project Development Team again developed alternatives to the scope of the
project and also met with the potential bidder to identify cost savings.<o:p></o:p></p>

highly visible issue in the City of </span></font><st1:City><st1:place>Moscow</st1:place></st1:City>.
Citizen and customer surveys of the past few years have indicated that
conservation is widely supported by those who live in <st1:City><st1:place>Moscow</st1:place></st1:City>
and that aquifer issues are equally important. The City, via its Water
Department, has distributed water conservation devices to customers for about
five years. The City took early steps in the early to mid 80’s by
implementing winter/summer water rates and provided or directly used wastewater
effluent rather than potable water from the aquifer for irrigation of turf.
More recently in 2004 the City implemented an ordinance that set an irrigation
season from April 1<sup>st</sup> to October 31<sup>st</sup> each year and
established guidelines for appropriate outdoor watering during the season.<o:p></o:p></p>
<p class=MsoNormal style='mso-margin-top-alt:0in;margin-right:0in;margin-bottom:
6.0pt;margin-left:.25in;text-align:justify'><font size=3 face="Times New Roman"><span
style='font-size:12.0pt'>The City has participated in the Palouse Basin Aquifer
Committee for many years and in the last few years has participated in numerous
aquifer pumping tests to increase our knowledge of the aquifer and how the
aquifer is interconnected. The implementation of the Water Conservation
Ordinance in the 2004 irrigation season was done with numerous media
advertisements which where followed by news letters. The low water use
demonstration project at the </span></font><st1:place><st1:PlaceType>University</st1:PlaceType>
of <st1:PlaceName>Idaho Arboretum</st1:PlaceName></st1:place> is near
completion and will continue to be maintained via support form the Water
Department budget. We have now committed additional resources to the
conservation effort by implementing a part-time Water Conservation Specialists
position within the staff of the Water Department. This update will summarize
conservation activity past, present and future in the City of <st1:City><st1:place>Moscow
