Phil says:
"I am not suggesting to you that there are specific sites that are
currently feasible, just that there are a number of locations in the
Groundwater Overlay Zone that might have the potential to be used in
this manner [using water for washing clay/sand/gravel]." 

That's why there's a 5 year review period.  Pretty sure if a guy used
those 5 years to do the research needed, he could argue his case for
making it a conditional use.
