The surest way to reduce MJ use is to put it in
government hands and make it go through a governmental
committee for people to get it. Better yet, make it
covered by Medicaid. Not even the hardest of stoners
would be willing to wait 12 hours at the Social
Security office to that benefit. After about 8 hours
they would be like, "Screw this s**t! Let's go get a
beer."
