Again, if no levy had passed, there would be no taxes, therefore a cut
(like Sunil said).  A levy was passed, therefore there are taxes.  Yes,
I guess you could argue that it's an overall "cut", but as Wayne says,
Boundary county is full of right wing extremists, so we have to speak
their language.

Now, if the expiring levy had not actually expired, but they decided to
cut back what they were already alloted, that would be a cut.

This is what my brilliant and capable doohickey tells me.
