The Moscow Mayor, City Council and staff welcome you to tonight's
meeting.  We appreciate and encourage public participation.  For certain
regular agenda items, an opportunity for public comment may be provided
after the staff report.  However, the formality of procedures varies
with the purpose and subject of the agenda item; therefore, the Mayor
may exercise discretion in deciding when to allow public comment during
the course of the proceedings and limitations will be placed on the time
allowed for comments.  If you plan to address the Council, you will find
a list of "Tips for Addressing the Council" on the table outside the

PLEDGE OF ALLEGIANCE 
 
1.          Consent Agenda:  Any item will be removed from the consent
agenda at the request of any member of the Council and that item will be
considered separately later.  Approval by roll call vote.
 
A.           Approval of Minutes of July 18, 2005 - Stephanie Kalasz
 
B.      Approval of Quarterly Financial Report - Don Palmer 
 
C.      Dump Truck Bid Award - Mike McGahan
Bids were opened on Monday July 18, 2005 for a New 2005 20 yard Dump
Truck; less trade in of 1975 International 5 yard Dump Truck with snow
Plow. One responsive bid was received from Southern Idaho Freightliner
with Freedom Truck Center in Spokane for $129,749.00.  One unresponsive
bid was received from Idaho Truck Sales in Lewiston.
 
ACTION:  Award bid to Southern Idaho Freightliner with Freedom Truck
Center.
 
2.          Public Hearing Windfall Hills Addition Annexation, Rezone
and Preliminary Plat - Andrew Ackerman
Mike Hoffmann, Hoffmann-Morgan, LLC, has requested annexation, rezone
and preliminary plat approval of approximately 22 acres of land located
east of Mountain View Drive, between Moser Estates and Rolling Hills
subdivisions.  Staff processed the annexation request contingent upon
the applicant recurring ownership of the property prior to the public
hearing scheduled for August 1st, 2005.  The subject property is a
county "island" surrounded by the City on all sides, has access from
existing City Streets and is in close proximity to existing City
utilities with sufficient capacity.  Therefore, staff has concluded that
annexation is appropriate and consistent with the City Council's
annexation policy adopted as Resolution #2001-08.  The requested rezone
is from Agriculture-Forestry (AF) to Moderate Density Single-Family
Residential (R-2). Additionally, the applicant is requesting approval of
a preliminary plat of approximately 24 acres into 77 single family
residential lots ranging in size from 7,045 to 22,301 square feet. The
Planning and Zoning Commission recommended approval of rezone and
preliminary plat for Windfall Hills on June 29th, 2005 with conditions.
 
ACTION:  1.  Approve annexation Ordinance under suspension of the rules
requiring three complete and separate readings and that it be read by
title only; or reject the Ordinance; or take such other action deemed
appropriate.
2.  If the annexation is approved, approve rezone Ordinance under
suspension of the rules requiring three complete and separate readings
and that it be read by title only; or reject the Ordinance; or take such
other action deemed appropriate.
3.  Approve preliminary plat with or without conditions; or reject
preliminary plat; or take such other action deemed appropriate.
 
3.          Public Hearing - Gaudette Addition Preliminary Plat - Andrew
Ackerman
Steven Gaudette is applying for approval of a preliminary plat of his
approximately 1.29 acre lot into three separate lots at 1039 N Polk
Extension.  The lot was recently rezoned from R-1 to R-3.  The Planning
and Zoning Commission conducted a public hearing and recommended
approval of this application on Wednesday, May 25, 2005.  On July 5,
2005, Council heard the request for preliminary plat approval and
decided to postpone a decision due to unresolved issues related to
access to the property and because the applicant was not present. Staff
and the applicant's representative have communicated and have come to
consensus on a possible solution for minimizing access to N. Polk
Extension.
 
ACTION:  Approve the preliminary plat with or without conditions; or
reject the preliminary plat; or take such other action deemed
appropriate.
