RE: Methamphetamine Arrests

On 7/6/2005 at about 17:55, Bruce Boyd, a forty-nine year old Moscow man,
was arrested for possession of drug paraphernalia and was later charged with
possession of one gram of methamphetamine which was found on him upon being
searched at the jail.  Boyd had been pulled over in Moscow on a traffic
stop.

At about 02:00 on 7/7/2005, deputies made contact with four individuals in a
vehicle near the Troy City Park.  The driver of the vehicle, Nicholas A.
Tow, a twenty-seven year old Moscow man, had a felony warrant out of
Washington.  The vehicle was searched during the arrest incident.  LCSO's
drug dog, Sunny, under the direction of her handler, Deputy Scott Luther,
sniffed the vehicle.  Sunny located a backpack in the vehicle belonging to
Matthew L. Babb, a 28 year-old Moscow man.  Babb had been a passenger in the
vehicle.  During the subsequent search of the backpack, deputies found 17.1
grams of methamphetamine and packaging supplies.  Babb was arrested for
possession with intent to deliver.  

As of 11:03 on 7/7/2005, both men remain in the Latah County Jail on $1,500
bond (each) set by Magistrate Court Judge William Hamlet.  The preliminary
hearing is set for 7/14/2005.
