[Vision2020] Common ground?

Pat's remark intrigues me- lights shining up instead of down?  Is light 
affected by atmospheric pressure in this way? A quick google search 
reveals no similar incidents.  Could any scientists explain to me how this 
is possible?  And which of the laws of physics explain the phenomenon?
