Phil,

The word "Retarded" is a medical diagnoses. Just as "autism", "mildly
retarded", "Schizophrenic" and "emotionally disturbed" are defined medical
terms. Mentally handicapped is not a medical term. Nor is it illegal to
give alcohol to someone that is medically "handicapped". If you are
offended by the medical term then I suggest you write the publishers of the
DSMV-IV and ask them and the entire scientific community to change that word
to something you feel comfortable with. Until then, I will use the words as
defined by the DSMV-IV so what we are not using arbitrary definitions. I am
not using the word in an derogatory way. I don't go around calling people
retards as you seem to be implying. I call people by their names. I am using
it in the correct fashion and for the specific reason that definition was
created. What would be prejudiced is if I charged people with a diagnoses of
"mentally retarded" with the same responsibilities as someone who is not. It
is our moral duty to speak up for those that don't know they are being taken
advantage of. It is you that takes their money and allows them to fall
victim to discrimination and addiction. You know better, they don't.

"It is against the law to ask an individual if they are an alcoholic, what
their medical diagnosis is or is not and or "written permission from their
guardian" before I serve them. Privacy is a constitutional right."

It is also against the law to knowingly serve an alcoholic, someone who is
intoxicated, or who is not their own legal guardian. You do this all the
time. You also have the right to refuse service to anyone for any reason.
Rather than doing what is morally and ethically correct, you choose to do
what results in making you wealthier and play ignorant.

"so is the state, city and county.
> Let me help you:
>Alcohol Beverage Control
>Health Department
>Health and Welfare
>Adult Protection Services
>Moscow PD
>There are no laws of any of their books."

Sorry, they sell within the law.

"Please bring "adult protection services" in tonight just to prove to
yourself and whoever else you are talking to that apparently you are a bit
over educated? NOT!"

Well, for one smarty pants, I would not announce the time and date I would
go in there. Considering that it would be easy to obey the law at that time.
Second, that is not the way adult protection services works. However, if you
are admitting to still serving individuals illegal, I will contact adult
protection services. They well get to the issue based on their priorities.

"Let me inform you that all of the above mentioned are happy that we offer a
place for the disabled to get together and try to blend in, inclusion, with
others. Humanitarian? You bet!"

Gee great, a place where people can get together and abuse their minds and
bodies with drugs. That is really being a humanitarian. And you give them
free food, drink, and provide and elevator or ramp too right??? No, ok, so
what you are really doing is taking their money, and not even providing a
way for many people who are disabled a comfortable and safe way in and out
or a place to sit. They come for one reason, they are addicted to the drugs
you serve them.

This Monday is Presidents Day. I will make sure that by then I have
contacted Adult Protection Services or someone better suited to do it and
that proper authorities are contacted regarding the guardianship of the
people you are serving. Perhaps it is legal to serve someone who is
diagnosed as being "mentally retarded" can be served alcohol until they pass
out every night using their social security check. However, I highly doubt
this. It is my guess that it is just so prevalent in bars, or difficult to
prove.

I am not saying that it is wrong to allow a person with a disability to have
a cold brew with his buddies and sing karaoke for the evening. But this not
the case. This is the case of excessive and dangerously high alcohol
consumption two six times a week.

Phil, you know this is wrong and are taking advantage of your neighbor any
way you try to justify it.

This is my last attempt to convince you to do what is right. I will simple
give it to others to deal with. No sense in arguing about it any further. It
is your decision to obey the law or not, and legal authorities to
enforcement it. All I can do is appeal to your humanity and bring it to
everyone's attention. Which is what I have done. I will give you the last
word. But it doesn't change what you are doing to other people. You serve a
very dangerous drug and its distribution should be taken very seriously.
This includes saying NO to people that are not capable of making that call
on their own.

Good Day,

Donovan J Arnold
