Tom - is it the courts that set this bail? I know law enforcement is not
happy with the current bail therefore more counts will be coming forward.

However, playing devil's advocate, if he should make bail, he should be
monitored 24/7.  Hence the bracelets.
 
The courts have decided that bail is appropriate (not exactly my first
choice).
