1.      Consent Agenda:  Any item will be removed from the consent
agenda at the request of any Committee member and that item will be
considered separately later.
A.	Approval of Minutes of November 28, 2005 - Stephanie Kalasz 
 
B.	Renewal of Secondhand Dealer/Pawnbroker License - Stephanie
Kalasz
Thomas Uribe has requested renewal of his Pawnbroker License for Moscow
Pawn, Inc.  The Police Chief has recommended approval of the renewal.
 
ACTION:  Recommend approval of the Secondhand/Pawn Dealers License.
 
            C.        New Secondhand Dealer/Pawnbroker License -
Stephanie Kalasz
Jeff Marks, new owner of Now and Then, has filed an application for a
new Secondhand/Pawn Dealer license.  The background check has not been
completed to date but satisfactory completion of the check will be
required prior to issuance of the license.
 
ACTION:  Recommend approval of the Secondhand/Pawnbroker License pending
approval of the Police Chief.
 
2.         Discussion on Proposed Ordinance for Schools in
Non-Residential Zones - Joel Plaskon 
On December 5, 2005 the Council conducted a public hearing on a proposed
Ordinance relative to zoning requirements for schools, commercial
schools, and educational institutions in non-residential zoning
districts.  The Council considered the ordinance on first reading,
subject to amendments.  The Council also directed additional review and
discussion by the Administrative Committee prior to the 2nd reading of
the Ordinance which is scheduled to take place on December 19, 2005.
The Ordinance has been amended for Administrative Committee
consideration and discussion.  Some of the Council members had expressed
interest in reviewing the conditional rezone agreement relative to the
Moscow High School and information from past studies having to do with
the downtown.  Staff has provided, in the attachments, relevant
information for consideration by the Administrative Committee.  
 
      ACTION:  Review Ordinance and direct staff as deemed appropriate.
 
3.   Ordinance to Amend Electric Franchise Fee - Gary J. Riedner
On November 8, 2005, the voters approved an increase in Avista's
Electrical Franchise Fee from one percent (1%) to three percent (3%).
The purpose of this Ordinance is to amend Avista's Electrical Franchise
Fee to increase the fee amount through the balance of the 10 year
Electrical Franchise established in August 1998.
 
      ACTION:  Recommend approval of the Ordinance under suspension of
the rules requiring three complete and separate readings and that it be
read and published by title only; or recommend rejecting the Ordinance
or take such other action deemed appropriate.

2.      Approval of Minutes of November 28, 2005 - Stephanie Kalasz
 
2.   Approval of Disbursement Report for November 2005 - Don Palmer
 
3.   Request to participate in "Waste to Energy" study - Gary J. Riedner
The City has been contacted by Amanda Bashaw, Latah County Solid Waste
Coordinator regarding the attached proposal from Chris Kuykendall,
Economic Development Specialist from the Clearwater Economic Development
Council.  The proposal is to conduct a "Pre-Assessment Solid Waste to
Energy Feasibility Study" to investigate the possibility of developing
an integrated energy project for disposal of solid waste from the five
county area comprising Clearwater, Nez Perce, Idaho, Lewis and Latah
counties.  The Latah County Commissioners have been requested to fund
$1,600 of the estimated cost of $8,000 to conduct the study.  Latah
County has not yet made a decision to participate in the study, but
wanted to determine if the City of Moscow was interested.  Ms. Bashaw
will attend the meeting to present the proposal and answer questions.
Commissioner Paul Kimmell has also indicated that he will present.
 
      ACTION:  Acknowledge request and direct staff to conduct further
research or deny request and decline participation.
 
4.   Request by Adelphia (Time Warner) to Increase Basic Cable Rates -
Randy Fife       
On November 23, 2005, the City received notification from its cable
television franchise holder, Adelphia/Time Warner Cable that it intends
to raise the broadcast basic cable television rate from the current fee
of $12.76 to $13.23, effective March 1, 2006.  Moscow has exercised its
option to be able to review the broadcast basic cable television rate.
The option also allows Moscow to perform an "audit" of the rate of it
deems such appropriate.  Because of federal pre-emption, Moscow does not
have authority to review or regulate any rate other than the broadcast
basic cable television rate nor does it have authority to direct cable
television products, format or content.  After reviewing Adelphia's
submission, it is the City Attorney's opinion that the proposed rate
increase meets City regulations.
 
ACTION:  Recommend accepting Time Warner Cable's notification of the
intended basic cable television rate increase or direct staff to conduct
a review pursuant to City authority and franchise provisions.
