The Moscow Mayor and City Council welcome you to tonight's meeting.  We
appreciate and encourage public participation.  For certain regular
agenda items, an opportunity for public comment may be provided after
the staff report.  However, the formality of procedures varies with the
purpose and subject of the agenda item; therefore, the Mayor may
exercise discretion in deciding when to allow public comment during the
course of the proceedings and limitations will be placed on the time
allowed for comments.  If you plan to address the Council, you will find
a list of "Tips for Addressing the Council" on the table outside the

PLEDGE OF ALLEGIANCE 
PROCLAMATION FOR GOOD SAM CLEANUP DAY
 
1.         Consent Agenda:  Any item will be removed from the consent
agenda at the request of any member of the Council and that item will be
considered separately later.  Approval by roll call vote.
 
A.        Approval of Minutes of March 21, 2005 - Stephanie Kalasz
 
B.                 Approval of Quarterly Financial Report - Don Palmer 
 
C.                 Agreement for Donated Engineering Work by JUB
Engineering for Activity Fields on West Palouse River Drive - Dwight
Curtis
J-U-B Engineers, Inc., Lewiston, Idaho, has offered donated services of
engineering support for the activity fields' project on West Palouse
River Drive. Attached is an agreement for professional services required
by J-U-B which has been approved by the City Attorney. All
engineering/construction plans will be reviewed and approved by City
engineers prior to being used by the City. 
 
ACTION:  Approve agreement.
 
2.                Public Hearing Northpark Rezone & Preliminary Plat -
Andrew Ackerman
Robert Bell owns a three and one-third acre parcel of land located on
the east side of North Polk Extension for which he requests rezoning and
preliminary subdivision plat approval.  The rezone request is from
Moderate Density Single Family Residential (R-2) to Medium Density
Residential (R-3).  The preliminary subdivision plat proposes thirteen
duplex lots and a new street to be constructed easterly from North Polk
Extension to the east end of the subject property.  The Planning and
Zoning Commission conducted a public hearing on these matters on March
30, 2005 and recommended approval of the rezone request subject to a
maximum density of 9 dwelling units per net acre of land and approval of
the preliminary subdivision plat.  The density proposed by the applicant
is 10.1 dwelling units per net acre (13 duplexes or 26 dwelling units
divided by 2.56 acres).  Therefore, based on the Planning and Zoning
recommendation the applicant would need to reduce the density by
amending the plat to show fewer number of duplex lots or reduce the
density by building single family homes instead of duplexes on three of
the proposed lots.
 
            ACTION:  Approve rezone Ordinance under suspension of the
rules requiring three complete and separate readings and that it be read
by title only; or reject Ordinance; or take such other action deemed
appropriate.  If Ordinance is approved, approve preliminary plat with or
without conditions; or reject preliminary plat; or take such other
action deemed appropriate.
 
3.         Public Hearing 568 Pavel Court Preliminary Plat in the Area
of City Impact - Andrew Ackerman
The owners of 568 Pavel Court desire to subdivide their property and
have submitted a plat application to Latah County which has been
forwarded to the City of Moscow, pursuant to the Area of City Impact
Agreement.  The application has been scheduled for a public hearing
before the Mayor and City Council on May 2, 2005 at which time the
Council will be asked forward a recommendation to the Latah Board of
County Commissioners.
 
ACTION:  Recommend approval of the preliminary plat to the BOCC; or
recommend denial of the preliminary plat; or take such other action
deemed appropriate.
 
4.         Audit Presentation - Don Palmer
The Comprehensive Annual Financial Report (CAFR) for the fiscal year
ending September 30, 2004 is being submitted for City Council's review.
Significant changes from last year's report will be reviewed.
 
            ACTION:  Accept audit report.
 
5.         Revision to International Maintenance Code Adoption Ordinance
- Jim Johnson
City of Moscow Ordinance #2005-01 inadvertently refers to the
International Property Maintenance Code, in some locations, as the
International Property Management Code.  The proposed amendment would
correct the name, in those locations, and clarify that the Council has
adopted the International Property Maintenance Code.  The IPMC replaces
the 1997 Editions of the Uniform Housing Code, the Uniform Code for the
Abatement of Dangerous Buildings and the Uniform Administrative Code.
 
            ACTION:  Approve Ordinance under suspension of the rules
requiring three complete and separate readings and that it be read by
title only; or reject Ordinance; or take such other action deemed
appropriate.
