[Vision2020] supplemental bond/levy

A supplemental levy is a funding mechanism "levied" against property owners. 
  It may not include new construction or significant remodel, i.e., capital 
improvements.  Moscow has a permanent supplemental levy at its current rate 
due to the passage of several consecutive annual supplemental levies, a 
provision granted by the State.

A bond is a "levy" only in the sense that tax increases are "levied" against 
owners of properties in the district.  I would prefer that this issue be 
referred to as a "bond" or bond election, but understand that bond levy is 
what people call it.  Either way, a bond cannot, by law, fund textbooks, 
salaries, operations, routine maintenance, etc.; it can only fund capital 
improvements.
