1.   Approval of Minutes of April 11, 2005 - Stephanie Kalasz
 
2.   Receipt of P&Z Recommendation on West 'A' Street Rezone - Joel
Plaskon
A request has been made to rezone a 4 acre parcel of land on West 'A'
Street from Farm/Ranch (FR) to Multi Family Residential (R-4).  
 
      ACTION:  Receive P&Z Recommendation.
 
3.   Approval for Donated Engineering Work by J.U.B. Engineering for
Activity Field Project on West Palouse River Drive - Dwight Curtis
J-U-B Engineers, Inc., Lewiston, Idaho, has offered donated services of
engineering support for the activity fields' project on West Palouse
River Drive. Attached is an agreement for professional services required
by J-U-B which has been approved by the City Attorney. All
engineering/construction plans will be reviewed and approved by City
engineers prior to being used by the City. 
 
      ACTION:  Recommend approval of the Agreement for Professional
Services or take such other action deemed appropriate.
 
4.   Revision to International Property Maintenance Code Adoption
Ordinance - Jim Johnson
City of Moscow Ordinance #2005-01 inadvertently refers to the
International Property Maintenance Code, in some locations, as the
International Property Management Code.  The proposed amendment would
correct the name, in those locations, and clarify that the Council has
adopted the International Property Maintenance Code.  The IPMC replaces
the 1997 Editions of the Uniform Housing Code, the Uniform Code for the
Abatement of Dangerous Buildings and the Uniform Administrative Code.
 
      ACTION:  Recommend approval of the Ordinance or take such other
action deemed appropriate.

3.   Report & Request on Why is Moscow Growing - Joel Plaskon
In 1995, the City participated in funding and preparation of a study
written by Professors Jon R. Miller and Steven S. Peterson of the
University of Idaho entitled "Why is Moscow Growing?"  The study
contained information for the cities of Moscow and Pullman and for Latah
and Whitman counties regarding economics, population, income, housing,
employment, water usage, school enrollment, migration, and streets and
traffic.  The study was heavily used, but is now used rarely because the
information is ten years old.  Staff is requesting Council consideration
for participating in an update of the study, including funding.  Recent
conversations with the original authors of the study, who have agreed to
work on an update to it, have produced an estimate of $6,000.00
necessary for the update.  The City's funding for the original study in
1995 was $5,000.00.
 
      ACTION:  Direct staff as deemed appropriate.
 
4.   Report on 568 Pavel Court Preliminary Plat - Andrew Ackerman
The owners of 568 Pavel Court desire to subdivide their property and
have submitted a plat application to Latah County which has been
forwarded to the City of Moscow, pursuant to the Area of City Impact
Agreement.  The application has been scheduled for a public hearing
before the Mayor and City Council on May 2, 2005 at which time the
Council will be asked forward a recommendation to the Latah Board of
County Commissioners.
 
      ACTION:  Accept report.
 
5.   Annex/Rezone/Preliminary Plat Process Discussion - Joel Plaskon
 
6.   Quarterly Financial Report - Don Palmer
Presentations of the quarterly financial reports, quarter ending March
31, 2005
