Visionaries:

The LEDC did receive a $30,000 allocation from the City of Moscow to perform
economic development services.  We are paid for completion of services and
have a pay-for-performance contract.  The investment in the LEDC has paid
off well for Moscow and Latah County.

1. Two years ago we provided money for a loan fund that has provided
$353,000 in small business loans in Latah County; created 14 jobs and
retained 14 others.
2. We also provide business assistance to local businesses and to local
individuals starting or buying a business - we provide documentation to the
City and the County.
3. The LEDC also buys advertising space in various magazines and journals -
not just to recruit businesses but to recruit tourist as well.
4. Much our time is spent helping local businesses - San Miguel Tacos;
Archer Photography; Save Face; Shirt Shack, etc.  We also work to help
recruit businesses to Moscow/Latah County - Potting Shed Creations; the Fly
Shop; AHA-Comtech, etc.
5. We also manage the Incubator which went from less than 50% occupancy to
more than 90% occupancy during our management.
6. Currently, we are working with several downsized UI employees to help
them start their own businesses and have successfully helped three (3)
former UI employees start their own businesses.

I have worked for many years in various governmental sectors.  The money
provided to the LEDC is an investment in the long-term health, economic
diversity and stability of the area.  The LEDC provides information about
our community to hundreds of prospective businesses each year - but we pride
ourselves on providing services to companies or individuals that will
respect and enhance the lifestyle that we enjoy here.

Fine, Mr. Carscallen.  That satisfies one portion of the equation.  Do these
entities (LEDC and CEDA) also receive substantial donations (in the $10,000
neighborhood) from the Moscow City Council?

We could learn a lot from crayons: some are sharp, some are pretty, some are
dull, some have weird names, and all are different colors....but they all
exist very nicely in the same box.
