[Vision2020] Sport Ethics Question

UI President Dr. Tim White posed a very interesting question to me last night 
concerning Baseball and Steroid use.  Since the people who post and view this list- 
serve are diverse and even highly intelligent I figured I would pass the question on
to start a whole new round of debate.  So here it goes:

What is the difference between someone who uses steroids for sport enhancement and 
the athlete that gets reconstructive surgery on their shoulder/hip/knee etc that 
has the potential to improve their performance and level of play?
