Dick,
Actually, I'd be horrified if we put traffic control devices at every
intersection (think it might ruin the pastoral beauty of the Palouse). All
I'm really advocating is shared responsibility for both motorists and
pedestrians. I'm also pointing out that presence of marked sidewalks in
Moscow--or any other place in Idaho--is a moot issue since our code gives
pedestrians right-of-way whether or not passage across a road is marked.
While motorists do, by statute, have to allow passage for pedestrians,
pedestrians *should* be cognizant of their own safety and resist skipping
out across the Moscow-Pullman without first looking both ways and making
sure it is safe to cross. I learned that from "Sesame Street." I also
learned the slogan "Be Careful or Be Road kill" from "Calvin and Hobbes."
As it turns out, you don't have to go to Police Academy to learn traffic
safety . . .

Jennifer,
I can understand the law enforcement community being on the extreme side of
safety and would probably just as soon have a stop light at each
intersection. Your jobs are to keep people from harming each other on the
roads and streets.
The other side of the coin is the trucking firms and companies who ship
products to and through Moscow who would like there to be no stoplights or
crosswalks.
I am in the middle and saying that it is OK to have stoplights and
crosswalks but lets get some common sense and have them positioned
prudently. I have no complaints on the number of stoplights! I will restate
that we have too many crosswalks on main arterials! Crosswalks on 3 lane
highways or streets is a death waiting to happen.
