Thousand Oaks - One man is responsible for roughly half of the city's 13% 
increase in major offenses in the first half of this year, city officials said. 
Jason Wines, 25, recently pleaded guilty to eight felony counts of grand theft, 
vehicle burglary and receiving stolen property. Initially, he was charged with 
37 property crimes.

Wines was sentenced to a year in jail and five years probation.
