Troy Lions to host discussion on proposed Troy recreation district
The Troy Lions Club will host a community discussion about the proposed
Troy recreation district at its September 16th meeting. The meeting will be
held at the Troy Lions community center at 7:30pm. The community center is
located on Main Street in downtown Troy, Idaho.
Gary Osborn and Jack Nelson will detail the proposed recreation district,
which would support area recreational facilities through property taxes. In
addition to their involvement with the proposed recreation district, Mr.
Osborn is a member of the Troy School District board, Mr. Nelson is a Latah
County commissioner, and both operate local farms.
Similar recreation districts have been recently established in Kendrick,
Deary, and Potlatch. Voter approval is required to establish a local
recreational district.
Under the proposal, expenses for Troy area recreational facilities would be
met with funds collected through property taxes, similar to the way
highway, cemetery, and library costs are currently recovered. Service
organizations and other entities often construct improvements to public
facilities, and then transfer ownership to municipal authorities. The
public is responsible for ongoing maintenance of the donated improvements,
which may place additional burden on operating budgets. Examples of Troy
area facilities and programs with ongoing expenses are the Troy city park,
Latah trail, playground equipment, and youth sports.
The Troy Lions Club provides direct support for community programs in the
Troy, Idaho area. Programs include the Troy Sojourners Alliance food and
clothing bank, academic scholarships, youth sporting activities, and sight
and hearing preservation resources. The Troy Lions meet at the community
center on the first and third Thursday of every month at 7:30pm. Meetings
are open to the public.
