[Vision2020] Dog Park Saga

I find it interesting that the dog park decision had to be made, the road
moved, paved and completed by 9/1, yet nothing has been done.  The city
council approved the plan two weeks ago and all that has been done is a
temporary fence put up, part of the existing fence taken down and the
sprinkler system was partially dug up.  These things were all done a couple
days after the city council approval.  No one has been working in that area
for nearly a week and a half.  Is there anyone here that has any info about
what the hold up might be?
