And just how does the Troy Lions Club debate meet these stringent
requirements?

We could learn a lot from crayons: some are sharp, some are pretty, some are
dull, some have weird names, and all are different colors....but they all
exist very nicely in the same box.

For those interested in "real" debates, you might find this site
interesting.  Of course "real debates" are framed around a team as follows:

First proposition constructive speech 

First opposition constructive speech 

Second proposition constructive speech 

Second opposition constructive speech 

Opposition rebuttal 4 minutes

Proposition rebuttal 5 minutes

As discussions are framed for creating a "debate" for the next election,
those interested might peruse the parliamentary style - this form is derived
from the Brits and can be most effective.

Otherwise, one has to create an ersatz form - say the presidential debates -
oh about 35 pages of rules - something of that order.
