MOSCOW CITY COUNCIL

The Moscow Mayor and City Council welcomes you to tonight's meeting.  We
appreciate and encourage public participation.  For regular agenda items, an
opportunity for public comment is sometimes provided after the staff report.
However, the formality of procedures varies with the purpose and subject of
the agenda item; therefore, the Mayor may exercise discretion in deciding
when to allow public comment during the course of the proceedings and
limitations will be placed on the time allowed for comments.  Citizens
wishing to comment on business which is not on the agenda will be provided
the opportunity to do so as item number 2 after the Consent Agenda.  If you
plan to address the Council, you will find a list of "Tips for Addressing
the Council" on the table outside the City Council Chambers.  Thank you for
your interest in City government.

AWWA Award Presentation to Mike Dimmick

 

1.         Consent Agenda:  Any item will be removed from the consent agenda
at the request of any Councilmember and that item will be considered
separately later.  Approval by roll call vote.

 

A.        Approval of Minutes of September 7, 2004 - Stephanie Kalasz

       

B.         Items for Fall Auction - Cam Hershaw

Attached is the list of items for surplus.  The items are for auction or for
trade (see list for trade items).  Reviewed by the Administrative Committee
on October 11, 2004.

 

ACTION:  Approve list of items to surplus and sell at fall auction.

 

            C.         Lease with Latah Library District - Gary J. Riedner

This Lease Agreement renews the agreement with the Latah County Library
District.  Reviewed by the Administrative Committee on October 11, 2004

                        

                        ACTION:  Approve lease agreement.

 

            D.        Mick Hess Lot Line Adjustment - Joel Plaskon

The Hess's and Mauchley's request a lot line adjustment to take a 20' by
100' piece of land from an undeveloped lot owned by the Hess's and
incorporate in into the Mauchley's lot.  The proposed lot line adjustment
will allow the planned building addition of the Mauchley's house at 722
Vista St. to meet the required 5' minimum side yard setback of the
applicable R-2 Zoning District from the north property line. The remaining
60' by 102' would remain with and be merged with part of the Hess' house lot
at 708 Vista St.  Such remainder would become ineligible for a separate
building lot.  The proposed lot configurations do not interfere with
easement or access circumstances and meet the requirements of the Zoning
Code.  Reviewed by the Public Works/Finance Committee on October 11, 2004.

 

                        ACTION:  Approve lot division.

 

2.         Public Comment Period - For members of the Public to speak to the
Council regarding matters NOT on the Agenda and not currently pending before
the Planning and Zoning Commission or Board of Adjustment, please state your
name and address for the record and limit remarks to three minutes.  Time
limit 15 minutes.

 

3.         Water Use Report - Les MacDonald

As a follow up to past discussions and recent meetings, staff has been
requested to provide a briefing on five current issues within the water
department.   The first four issues include the status of the Naylor Farms
Application, the status of the Petition to IDWR to Designate the Palouse
Basin Aquifers, a report on the Legislature's Natural Resources Subcommittee
process and an update on City of Moscow water production for 2004.  The
fifth issue pertains to a review of the draft "Guidelines for Development of
a Ground Water Monitoring Program for Recharge Projects" as proposed by the
Department of Environmental Quality.  Reviewed by the Public Works/Finance
Committee on October 11, 2004.

 

            ACTION:  Accept report from staff on current Water Department
issues and make recommendations on draft comments letter to DEQ regarding
the draft Recharge Projects Monitoring Guidelines.

 

4.         Downtown CDBG Bid Results - Les MacDonald

Bids were opened on Thursday, September 30, 2004 for the Moscow Downtown
Revitalization Project. The project has four divisions and contractors were
allowed to bid on any of the divisions with the stipulation that divisions 3
and 4 must be bid in combination.  Two bids were received for the project
with both contractors bidding on all divisions.  The low bidder on the total
project was Hereford Contracting and Excavating, Inc. of Rosalia, Washington
with a total bid amount of $715,734.00.  The individual division bids by
each contractor were all in excess of the engineer's estimate for each
respective division and total estimate of $390,000.  As the funding for this
project is essentially limited to that available through the CDBG grant and
the low bid is well in excess of this funding level, it is the
recommendation of the staff that the bids be rejected.  Reviewed by the
Public Works/Finance Committee on October 11, 2004.

 

            ACTION:  Reject all bids for the Moscow Downtown Revitalization
Project or take such other action deemed appropriate.
