Yes.  There was a $5 trillion surplus in 2000.  Remember the debates between
Gore and Bush concerning what they were going to do with this surplus?
Remember how Bush promised the American people that he was going to social
security with a large portion of this surplus and how he was going to unite
the American people?

George Bush signed S. 2986 today, increasing the national debt limit
from $7,384,000,000,000 to $8,184,000,000,000.
