     My understanding is that the main reason is money.
    The CU apparently examined the legal situation and didn't believe it had a good enough case to fire the coach "for cause" without litigation they might lose. Since Barnett had several years left on a pricey salary and benefit package, that's what it would have taken for the Univ. to get out from under that contract. 
    
    Honoring this coach's contract, if they canned him, while at the same time hiring and paying another coach handsomely just wasn't affordable. The public universities in Colorado are undergoing financial strains at least as serious as the UI's.

Imagine for a moment college dean turning a blind eye to the recruiting behavior Barnett condoned  in order to snag a brilliant English student, a gifted trombone player, or an engineering whiz.  Have any of the sports commentators remarked on this, or is it just college athletics as usual?  And by the way, Betsy Hoffman, in my opinion, isn't fit to manage a local dog pound if this is an example of her leadership.  YIKES!!!
