Here is some thoughts from Jim Fisher of the Lewiston Morning Tribune, of
Friday.  Your worst suspicions are confirmed.

Bear in mind the following from the Idaho Constitution:

ARTICLE IX    EDUCATION AND SCHOOL LANDS


    SECTION 5.  SECTARIAN APPROPRIATIONS PROHIBITED. Neither the legislature
nor any county, city, town, township, school district, or other public
corporation, shall ever make any appropriation, or pay from any public fund or
moneys whatever, anything in aid of any church or sectarian or religious
society, or for any sectarian or religious purpose, or to help support or
sustain any school, academy, seminary, college, university or other literary
or scientific institution, controlled by any church, sectarian or religious
denomination whatsoever; nor shall any grant or donation of land, money or
other personal property ever be made by the state, or any such public
corporation, to any church or for any sectarian or religious purpose;
provided, however, that a health facilities authority, as specifically
authorized and empowered by law, may finance or refinance any private, not for
profit, health facilities owned or operated by any church or sectarian
religious society, through loans, leases, or other transactions.

Idaho home schoolers, does the Whitepine School District have a deal for you.
Sign your kids up for the new Idaho Distance Education Academy and get a free
computer, printer-fax-copier-scanner and Internet service, all thanks to the
generosity of the taxpayers of Idaho.

And no, that doesn't mean you have to subject your kids to the curriculum of the
government schools. You can take your pick of curriculums, including religious
ones.

Of course, taxpayers won't buy a religious curriculum for you. That's illegal -- 
at least for now. They will just pay for everything else.

Did we mention the allotments? Under this program, you can buy up to $1,600
worth, for high school students, of educational materials, again courtesy of
Idaho taxpayers.

OK, you knew there was a catch, didn't you? Here it is: Your kids will have to
take and pass the Idaho Standards Achievement Tests, the same ones given to
students in the government schools. And that means the government will be
monitoring what your kids are learning, and how well.

You home schoolers have resisted any attempt to monitor your performance. The
state law that authorized such monitoring was repealed long ago, and you have
successfully fought any call to reinstate it.

But remember, those state tests currently measure performance only in math,
reading and language arts. The state committee that drafted the standards
included such troublesome subjects as biology -- you know, ape grandpas and all
that -- but Gov. Dirk Kempthorne delayed testing on those subjects.

And don't forget all that free stuff. Who else is offering you a computer,
printer-fax-copier-scanner and Internet service for nothing?

Here's the best part of all: Every tax dollar that is spent on that free stuff,
and on the rest of this package, is a tax dollar that doesn't go to the
government schools. When new enterprises like White Pine's I-DEA, and the Idaho
Virtual Academy, grab an increasing portion of state dollars -- especially for
what would otherwise be home schools -- support for government schools is bound
to wither.

You have been saying for years they do a worse job than you. Here is your chance
to make sure they do. -- J.F.
