Having done tech support in the past, I think the problem may actually be on Bill's computer -- there's malicious code, called a "zombie", that turns someone's computer into a spam relay. Basically, a virus with commercial intentions. Because First Step has disallowed the use of their mail server as a relay (i.e. allowing unverified people to send email through it), I think that the problem, sadly, might be with Bill's machine itself.
Fortunately, most zombies are well-known; any good virus-protection software should be able to remove it.
