[Vision2020] House Bill 754

First the bill limits tax increases, and presets the general fund budget,
thereby taking power away from the Governor's office.  The assumption is
that the budget will increase only through an increase in the population
and/or an increase in the overall state economy.  Second, the bill has just
passed out of committee; it has not yet passed either the House or Senate.
