[Vision2020] candidate questionaire

For the last few elections, V2020 has sponsored a candidate 
questionaire--with the goal of asking local candidates questions and 
sharing the answers.  The wizards at First Step volunteer to display the 
answers.

With the November election coming up, it's time to revive the committee 
to formulate questions for the local races (commissioner, 
representative, senator)
