[Vision2020] Bush, logging, and gay marriage

So the Bush administration wants to scuttle a Clinton administration rule 
that put almost 60 million acres of national forest largely off limits to 
logging, mining, or other development and instead would leave it to 
governors to seek greater or fewer strictures on road construction in those 
forests.  At the same time, President Bush pushes for a constitutional 
amendment banning gay marriage.  Rather than, as Lynne Cheney, the wife of 
"go f... yourself" Dick Cheney, advocates, leaving the gay marriage issue up 
to the individual states.  Is there cognitive dissonance here?  Or is just
