1.	Approval of Minutes of June 28, 2004  -  Stephanie Kalasz

 

2.	Disbursement Report for June 2004 - Don Palmer

 

3.      First Step NW Reservoir Co-Location Lease Agreement - Bill Belknap

The City has been negotiating with First Step Internet to locate wireless
microwave equipment on the Northwest water reservoir in accordance with the
City's co-location policy.  First Step proposes to mount six panel antennas
and a small equipment cabinet on the water tank in order to provide wireless
internet access to their customers.  The proposed Agreement is for a term of
three (3) years, includes an annual lease fee of $2,200.00, and has been
reviewed and approved by the City Attorney, Public Works and Administration
staff.

 

ACTION:  Recommend approval of lease agreement.

5.      New Beer and Wine License for the Sangria Grille Restaurant -
Stephanie Kalasz

Carly Lilly and George Skandalos, dba Sangria Grill, have submitted
application and fees for alcohol to sell beer and wine at their new
establishment located at 2124 W. Pullman Road, Moscow, Idaho. State and
County licenses have been acquired and all inspections were satisfactory.
Background investigations are pending with the Moscow Police Department. 

      ACTION:  Recommend approval of the Beer and Wine License pending
approval by the Moscow Police Department.

 

6.	PCEI Public Information Agreement - Les MacDonald

The recently accepted Water Conservation Plan contained recommendations for
Public Information and Education (PIE). The Palouse Clear Water
Environmental Institute (PCEI) has proposed the expansion of their existing
public information and educational programs to include Water Conservation
information and education on behalf of the City of Moscow. The attached
contract between PCEI and the City of Moscow is to provide these services
under the review of City staff. The work by PCEI will be in conjunction with
the efforts of the City of Moscow's water conservation staff.  PCEI has
existing accredited educational and information programs that will meet the
current needs of the City.  The work under this proposal will occur in the
2004 budget year.  The budget for this proposal is $7,000.  

ACTION:  Recommend approval of the contract and place on Council Consent
Agenda.




 

7.	Palouse Basin Aquifer Committee Projects Presentation - Les
MacDonald/Larry Kirkland

With the formation of the Idaho Legislative Subcommittee on Natural
Resources and the subsequent creation of the North Idaho Working Group to
study ground and surface water supply issues within our region there has
been an increased interest in the types of projects that could be undertaken
to help sustain the Palouse Basin aquifers.  As it has been the focus of the
Palouse Basin Aquifer Committee (PBAC) to research the characteristics of
the region's aquifers and identify potential projects to assist in the
sustainability of these resources it is appropriate to turn to PBAC
regarding what projects could be undertaken.  Larry Kirkland, Executive
Director of PBAC, will attend the committee meeting to provide assistance on
a report on the types of aquifer research and enhancement projects now being
proposed for the region. 

ACTION:  Accept the briefing on potential regional water resource projects.

 

8.	Mountain View Bid Award - Les MacDonald

Bids were opened on Thursday, July 8, 2004 for the improvements to Mountain
View Road between White Avenue and the Paradise Creek Bridge near the
fairgrounds. The proposed work includes storm drainage, roadway widening,
street paving, illumination, curbs and sidewalks. The City estimated cost of
the improvements was $110,000. Only one bid was received for the project.
This was from McCall's Classic Construction in the amount of $107,303.00.
Preliminary review of the bid documents indicates this is a responsive bid
but this will need to be verified prior to award.  The bid tabulation for
the project is attached.

 

ACTION:  Recommend award of the Mountain View Road Widening 2004 project to
McCall's Classic Construction in the amount of $107,303.00. 

 

9.	Street Width Report - Les MacDonald

Staff has been requested to implement a review of the City of Moscow street
width standards to determine whether any modifications to the current
standards should occur.  To facilitate this process a preliminary timeline
has been developed which specifies the review and consideration process.  A
copy of the proposed timeline will be provided at the meeting.  It is the
intent of staff to gather comments from all affected departments, develop
recommendations for revisions, coordinate with the Transportation

 

10.  Friendship Square Progress Report - Les MacDonald/Laura Taylor

The Community Development Block Grant received by the City of Moscow from
the Idaho Department of Commerce included funding to revitalize Friendship
Square.  In order to determine how to design the anticipated improvements,
an advisory committee has been formed.  Laura Taylor of Hodge and Associates
is leading the design efforts and will make a presentation to the Committee
regarding the status of the design process and the advisory committee

 

ACTION:  Receive report.
