I would never take away from Hoover and Kempthorne their share of the 
responsibility of the damage they have caused during their tenure.

Nor do I think that Mr. Michaels is to blame for the current financial mess 
the state, University, or educational system as a whole is in at the moment.

Yes, the budget goes up and down (in constant dollars) from year to year. The 
entire UI budget is done every year. The budget will come back when the 
economy comes back. The economy will return as soon as Michaels and Bush are out 
office. Just like it did in the early 1990s. 

My point is that it always costs more to start something from scratch then it 
is to have a basic program in place and then build on its' existing 
foundation. 

If they shrink the UI Printing Press they can build it back up later. If you 
destroy it, several years later you will have to rehire staff, retrain staff, 
find space, equipment, supplies, and organize the structure and operations. 
One the other hand, if you just shrink the program, you can bring it back up 
later on.

The Budget shortfall was caused by a reduction in revenue due to a lack of 
sales. When the economy recovers, the budget will be back. It doesn't mean that 
Education will get all the money they need to run all the programs they want. 
But it does mean that there will be enough money to give the different 
departments at the University some revenue to run some programs. The economy will 
recover, and things will get better.

Consider this fact. The budget for UI was the same in 2000 as it was in 2002. 
But 2001 was 15% higher then 2000 and 2002. It goes up and down all the time. 
As a rule, Education gets 15% of the state revenues. That changed only this 
last year to now, I think, 12.5% of the total state tax revenue.

My trouble with Interim President Michaels is that he has no respect for the 
students at UI. Granted, the students should not get whatever they want, 
whenever they want it, however, students should be a part of the process and at 
least heard. And in cases when the community is divided, or when the issues are a 
matter of attracting more students, student will should be a huge factor in 
the decision making process. 

At the very least, Michaels should not violate the rights of the students by 
stealing their Student Recreation Center that they spend about $300 a year to 
pay the bond, maintenance, and utilities to keep. Especially when promises 
where made to the students in writing regarding the implementation, usage, and 
paying for the building over 4 years ago.
