1.   Approval of Minutes of November 22, 2004 - Stephanie Kalasz

 

2.         Renewal of Secondhand Dealer Licenses - Stephanie Kalasz 

Thomas Uribe of Moscow Pawn and Darlene Hylton of Now and Then have
applied for renewal of their Secondhand-Pawn License for 2005.  The
Police Department has recommended approval of the licenses.

 

            ACTION:  Recommend approval of the renewal of
Secondhand-Pawn Licenses for 2005.

 

3.   Proposed Public Records Retention Ordinance - Randy Fife

The proposed Ordinance adopts Idaho Code definitions of "permanent
records", "semi-permanent records", and "temporary records" while
allowing the destruction of records which are duplicates of other public
records, records which would not be subject to any routine public audit
or records which have no continuing legal or historical purpose.  The
purpose of the ordinance is to retain public records in the same manner
as the State Code but allow for more flexibility where the Clerk or
custodian determines that the records should not be retained.  

 

ACTION:  Recommend approval of the Ordinance; or recommend rejection of
the Ordinance; or take such other action deemed appropriate.

 

4.   Proposed Animal Control Ordinances - Randy Fife

The proposed Animal Control Ordinance is designed to regulate animals in
general.  It updates and reorganizes the current general animal control
ordinances within the City.  New features include licensing and
limitation on cats, defining "public nuisance" animal, allowing for pigs
within City limits by permit, requiring cat and ferret rabies
vaccination, and amending large animal provisions to include some exotic
animals and redefine required area for large animals.  The Dangerous Dog
Ordinance is designed to determine whether a dog is "dangerous"
according to the Ordinance, and to allow the City to impose restrictions
and conditions for the maintenance of dogs to ensure health and safety
of public animals and the dogs.  

 

      ACTION:  Review Ordinances, receive public input and give
direction for redrafting.

 

5.   City Committee Discussion - Gary J. Riedner

      a.   Ordinance amending MCC 2-2-16 and 2-2-17 regarding meeting
frequency

      b.   Further Direction on Commission Policies

2.   Disbursement Report for November 2004 - Don Palmer

 

3.   Award of Bid for Custodial Services - Roger Blanchard

Three proposals were received for professional janitorial services for
City buildings including City Hall, the Police Station, the Paul Mann
Building, the Eggan Youth Center, the Hamilton Indoor Recreation Center,
Fire Station #3 and the 1912 Center.  ServiceMaster Building Maintenance
submitted the low bid.  

 

      ACTION:  Recommend authorizing staff to prepare a contract with
ServiceMaster Building Maintenance for the Mayor's signature or take
such other action deemed appropriate.

 

4.   MOU with Latah Economic Development Council - Gary J. Riedner

The City of Moscow has worked with the Latah Economic Development
Council in the past for economic development services. During the
Council workshop for the budget, the Council indicated its desire to
formalize the relationship with LEDC, describing economic development
services to the City. The attached Memorandum of Understanding
formalizes the services to be provided, the compensation for those
services and responsibilities of the parties.  This item was recommended
for approval at the November 22, 2004 Public Works/Finance Committee
meeting and was presented to the LEDC Board. They requested
clarification of some sections and those have been integrated into the
attached draft.

      ACTION:  Recommend approval of MOU with Latah Economic Development
Council or take such other action deemed appropriate.

 

5.   Moscow Chamber of Commerce Presentation - Paul Kimmel
